Default Right head light won't light up

I have a 1991 240sx with pop-up headlights. The lights come up and down with no problem. However, the right side light won't turn on. I swapped the lamps from the left to the right and still, only the left side lit up, so I know the lamps are good . I checked the fuses near the pedals and they were good too.

what do i check next?

I would take a 12v test light connect one end to the ground, turn the headlights on and probe the right-side light harness. This would tell me what's missing, a negative or the positive source. I would then wire in the missing source. If the ground is missing just run a wire to the frame, if the 12V + is missing just run a positive source from the left head light. But before i run any wires i would inspect the harness it self first.

usually a bad ground going from the light to a place on the car... like Turbo said. or can be a bad wire

You may check the headlight fluid or the relay switches to the right of the engine. Don't forget to get a voltmeter and check the inline relays.
