I know that Car & Driver and a lot of other car journalists use GPS based stuff to measure the performance of cars, and my girlfriend just got a tomtom. Is there any way to use the tomtom to measure things like 0-60 or 1/4 miles times or top speed?

I don't believe so. I think the way most of the consumer ones operate are they get updated every second or so but I don't know if it saves that data. But that would still only tell you the approximate time you hit 60 etc.
They do have smaller units that you can buy that allow you to measure those sort of things though.
