Default Car wobbles at low speeds???

Hey guys, my wife just told me that her car wobbles. So I took it around the block and it wobbles at low speeds (10-25mph), like the tire is falling off. The lug nuts are tight and I could't find any lumps in the tires. What else could it be? It is a '96 Neon with 54k miles. She only drives a couple of miles a day in town to work. HELP

well I just spent the last hour jacking up the car and spinning all four wheels. I think I found the problem!! The rear drivers-side tire is shot. I put a straight edge on the tire and it touched in the center of the tire and had an even gap on both sides, except in one part of the tire it touched in the center and the inside of the tire. I just wonder how long it was doing this before she told me! Thanks anyways guys.
