Not hugely important. I mean, if you can get 8MP plus, awesome, but the difference between my 5d (AUS$6900 body only 12.8mp) and 350d (AUS$1200 body only 8mp) is not that noticeable. Yeah, the quality is noticable, but @ the end of the day it is not $5500 different. It is the lightness and strength (magnesium Body), Heavy duty lens mount, 3 frames per second (max 60 frame per burst), etc etc, that set the 5d apart from the 350d
At the end of the day, i guess the more MP's the better, but it is not the be all and end all. Nine times out of ten it is the other features of the camera that set it apart from others

Basically all I wanna do is be able to take nice pictures for under $300 USD. I was thinking of something like this

With the camera in the link above, you would be able to do something similar, but not quite to the same extent. I would also say that pic has been downsized substantially as well. Depending on the speed the cars were travelling, i am going to assume it is either a top of range Point and shoot or a SLR, something with a longish and variable shutter speed on it.
I guess if it is just a point and shoot your after, then yeah, go for the MP's. But, read the manaul, cause alot of those 'features' that Blair mentioned will make your picture awesome if you learn to use it properly, regardless if it is a Point and shoot or SLR

if you want the light effect all you need is a stand a NIGHT MODE lol
i saw sweet SLR's for 200$, super small zoom thought, but 7MP and SLR is a sweet deal for 200$ MP account for Size and quality of picture, if you plan on taking pictures that require 6 PC screens to view in its original size then YOU NEED 10MP if not, you dont the lines of light depend of the speed of opening/closing of lens.
