Hmmmm, well people stop on the side like that here all the time, and I never see the cruisers stop in the moving lane like that. You would think he would use better judgment in poor visibility like that too.

I can see that, but what creates a bigger problem, the fact that someone might slide into a car parked off the highway, or a vehicle completely stopped in a moving lane, in the dark, in poor visibility?

Understandable, but all scenarios aren't the same, in this case visibility was low, and it was dark, and wet, so maybe you see the lights but can't differentiate whether he is in the far left lane, or actually on the shoulder. By the time you realize, you are boxed in and get get to the right. You hit your brakes, but the road is wet, and you are hauling 80,000 lbs. so you start sliding, and now you're effed. IMO it turned a bad situation into a worse one. In normal driving conditions it's probably ok.
