DAMN!!!! Why wasn't the cop off onto the shoulder lane is my question? That explains why my package was late to arrive.

Understandable, but all scenarios aren't the same, in this case visibility was low, and it was dark, and wet, so maybe you see the lights but can't differentiate whether he is in the far left lane, or actually on the shoulder. By the time you realize, you are boxed in and get get to the right. You hit your brakes, but the road is wet, and you are hauling 80,000 lbs. so you start sliding, and now you're effed. IMO it turned a bad situation into a worse one. In normal driving conditions it's probably ok.
