When a volume of air or liquid goes through a funnel it increases in speed/velocity. ITBs often have velocity stacks on them, the metal tubes that are tapered. I think it has more to do with powerband/torque than HP gain. HP is not the only thing you want in a car you know. If you look for high performance intake manifolds you'll find some with velocity stacks built in. Look at the individual cylinder plenums and you'll see that they are tapered. But I don't know if that's what this intake does, I'm just guessing. If we knew the brand of the intake it would help.
