Why? It is just speeding. If the penalty for 70 in a 35 isn't enough, then raise the penalty. You don't need to write new laws, just enforce existing ones better.

Sort of like "hate crimes". If you beat up someone, you should be charged with assault (or whatever your state calls it). Just because the person's skin was of a certain color or they chose to sleep with members of the same sex should have no effect.
