Agreed! haha, it's frustrating that they hold a 997 turbo accountable to go the same speed as a middle aged woman in an SUV who just got her drivers license...nothing against middle age women but yeah.

This is a bit late, but I've been out of town for a while... I work in the criminal division at a law firm in DC. So perhaps, not as qualified as some traffic law specialists to talk about stuff like this but I'm probably more familiar than your average joe.
The problem is that the only person who determines "probable cause" is the judge who has to deal with the evidentiary objection raised by the defense attorney in response to the prosecution's request to admit certain pieces of information into evidence as exhibits of the court. In other words, if a prosecutor gets up and argues that the fact that you were 1)in that parking lot 2)at that time of day 3)with your hood up 4)driving a certain type of car when 4)it is known that street racers tend to congregate there from previous experience, the judge is likely to admit anything discovered on the basis of that search given that the preponderance of evidence gives "probable cause" to believe you were involved in street racing. This is all assuming that someone even decides to go to court to contest the ticket in the first place. If not, whatever it is the police wrote on the ticket stands as a matter of record. What would be interesting is to see whether or not any of the people in this case actually took advantage of their day in court to try and beat the tickets. I also did a bit of checking up on why the cars might have been impounded, and it has to do with California's absurdly tight emissions standards... Any car that has been modified with parts that are not CARB approved is deemed to be illegal to drive on the road and is therefore subject to possible removal from service until reinspected. The only thing keeping the car from being towed off to a police lot is the good will of the officer who catches you. Bit of a nasty backdoor into impounding most modified cars, but that's the way it is. For the record, I'm not saying I agree with the way these things work out, but I've just learned to be cynical about the way the "justice" system works... Harder to be surprised/disappointed that way.

...and when I lived in Cali, the burden of proof was on YOU to prove your mods had the CARB number. I had to call edlebrock direct when I got smog tested and put the mechanic on the phone with the guy to give him the number.

Anywhere in the US is better than California for car laws. Anywhere in the US is better than California for gun laws (my other hobby) except for Washington D.C.
Maryland aint better by very much, because our politicians are wanna-be californians, but its a touch better. Kent Island is an island between regular Maryland and Eastern Shore Maryland. Its a small pocket of republican/conservatism in the sea of welfare recipient liberal democrats that is Maryland (thanks to Baltimore, Montgomery, and Prince George's County) There is also a saying that goes "The only thing that separates *******s from rednecks is the Chesapeake Bay Bridge" (the one leading from the Annapolis area to Kent Island), because Annapolis has alot of snooty rich folk, and Kent Island/Eastern Shore has alot of big Turbo-Diesel driving rednecks. Its alright here, but I'd rather live in Virginia, and plan to do so in the next couple years.
