That's a worn clutch slipping and begging for mercy.

The car is actually an S4 with RS4 body conversion. In my opinion, the S4 is a better engine to tune because you get a much fatter torque curve.

Citroen has a sistem called "Bang-bang" on the Xsara WRC.
Throw by-pass valves, combustion is executed in the outlet system, thus kepping the turbo spinning. It get´s is name from the sound it makes, "bang-bang"... But Citroen prevents ratteres (or what ever you call when the exaust spits flames) because it causes unnecessary heat.

Thats called a "2 step rev limiter", its used on turbo cars so that they can launch under boost.

It's more than just a rev limiter or stutter box...it also injects extra fuel which burns in the exhaust to keep the turbine spinning.

No its not, what you're talking about is the bang bang system, and thats to keep the turbo spooled when in off throttle situations like under braking and turns, this system in the vid is just for lauching the car under boost, is a 2 step. He keeps the gas pedal floored and the system cuts timming to reduce power but still spools up the turbo.
