Thats true, and perhaps there needs to be a more serious charge added given the extend that the driver was speeding.
However, the gov't introduced this special legislation specifically to go after the kiddies racing in traffic that caused a rash of fatalities in recent years, yet the majority of the ppl charged so far have been ppl simply speeding alone (i.e. typical mom & pop type in a rush home from the cottage). I think the existing laws were adequate in this regard. Now we have police exercising the power to seize public property without a trial... not a slippery slope I want to go down.
