I never said they couldnt do it... Sometimes self regulation is better for the industry as a whole. I.e. they agree not to start a hp war, and they avoid too much scrutiny from the government, insurance or safety advocacy groups. The same thing happened with the jap motorcycle industry when they voluntarily capped top speed on the busa/zx-12r.
