i know for a FACT that cars from japan have/had(still dont know if they so) limiters on them. ive got a few friends who have imported skylines/scoobs from japan and they came with limiters on them and 180kph clocks what = 112mph.cars that came from the japan market and still have the limiters can easy get them taken off.it doesnt cost much to do it.
there is a difference between a car thts made for japan market and whats made for america and other countrys..as they have speed limiters..

Japanese GT-Rs are speed-limited for the street: As has been widely reported, unless it's driven on a preapproved racetrack, a stock Japanese-spec GT-R is limited to 180 kph (111.8 mph) with the factory settings. GPS sensors in the navigation system track vehicle position and communicate with the ECU. Try to exceed 180 kph, and a warning light will appear on the instrument panel. Only shutting the car off and restarting it will get the light to disappear.
