I'm not sure where 15psi and 560hp came from.
Though 560hp at 15psi does not sound correct, keep in mind it's not about psi. When it comes to turbo output power it's all about cfm's and lb/min.
For example 15-psi on an evo III 16g turbo wont equate the same HP output as 15-psi on a 35r turbo. Simply because the 35r is ~65 lbs/min rated turbo and flows ~350 cfm's more than the 16g.
Thus the 16g is ~350hp capable, and the 35r is ~600hp.
Take this for example. A garden hose can produce 5psi of water pressure as can a fire hydrant hose, But the fire hydrant hose will produce far more flow (GPH).
It's all about cfm's and lb/min .
