Ok lets get this all off in one shot, Cobb is a Subaru tuner that makes the accessport. The access port allows you to scan your ecu for codes and lets you change pre-programed fuel and ignition maps. Unlike most ecu flashes the access port is a hand held device and you don't have to send your computer out. Once you flash your computer the access port can't be used on any other cars until you set your computer back to the stock programing.
For once I have to agree with 01mmmz28 and say they do give you about 50 to 75 horses at the crank in about 5 minutes but, they do this by leaning you out and raising boost, thus increasing the chances of blowing your motor.
I think they started making access port's for the EVO and 350Z
