The access port is for OBDII( on board diagnostics II) cars ( 1996 and newer ) If a SES code or check engine light comes on, the tech. can plug up a diagnostics computer via the data port and pin point the problem via a computer generated code that your car throws. The port can also be used to upload pre-programmed settings from a hand held programmer. They are usually crap tunes, and only lean you out, so IMO they are bull-shit. COBB is a tuner that normally deals w/ Subaru and I believe that you send off your cars computer and they burn in a new program and send it back, sometimes I have seen people w/ laptops and the proper plug and play data port cord can get a tune e-mailed to them from the company. It is then uploaded to the laptop, and the data port cord is plugged up to the laptop and car and the tune will upload. Kinda cool IMO. I'm not a subaru guy at all, but I do think that cobb is a tuner and they have several different stages of tuning options according to the mods you have done.
