Terminal velocity is primarily a function of aero (weight doesnt have much of an impact). But for acceleration beyond the triple digit speed, its a combination of outright hp, gearing and aero over hp/weight..
A bike has low frontal area, but pretty crappy aero, despite the looks. Exposed wheels and other components hurt.
