It'll just be all noise on a stock car if he replaces ONLY the downpipe.
I'd suggest replacing the "O2 housing" as well as the downpipe, and add in a highflow cat. It's not worth the 3-4HP gian of running without a cat vs gettign caught without one and paying the fines, fixing and having the car inspected, for not having it.
