first is it new or used?
second if it's new, pull off the fuel line at the carb{i'm assuming it's carb} and see if fuel flows when you crank.
third if no fuel comes when you crank take the supply line off the pump and pressurize the gas tank and see if the fuel comes from the tank. repete this step with the line attached to see if there is a leak in the line itself, if there is a pin hole it will stop flow enough to stop it from running.


here is what i feel, maybe you got a bad pump, it happens. and the fact you said it ran fine with the choke on it might be a carb problem not pump. if your getting fuel to the carb it should run.
