Dude...that's one of the easiest cars to unlock. Start a new game, buy the HPA R32, whoop the rally second from the top in both directions, sell the prize car for 273k, buy a GTI, tune it, and win the five GTI races in the VW dealership. Beat that rally again, and then tune the '76 GTI you won from the dealership race.

Tubular GT40 intake, 24lb injectors, bigger MAF and TB. Roller rockers (1.6), under drive pulley kit.
