I wont speculate on the limits of the bottom end. You are correct, running low boost can be safe if done correctly. If you desire to run high boost you must lower the compression ratio. The biggest problem you will face is traction. You could make high numbers on the dyno, but unfortunately you cant strap the front end to the road like on the dyno.
