No, you have to be moving in order to create boost.
Turbo lag is a thing of the past (at least in most cases). The only time there is serious lag is on huge turbos pushing high boost. I hit full boost at only 2k rpms. That is one reason I took the srt-4 over a wrx. The subaru wasn't hitting full boost until much later.
