From your list, I'd vote 1st for the Camaro then the Mazda. It's so easy to create more power with the LS1. I love the looks and potential of the Mazda, however I'd be a little tentative due to having zero knowledge of the rotary engine.
IMO, the Nissan and Mitsu are just too heavy and the Mustang's are not that powerful. From my limited experiences with them, they seem like they are more expensive to make fast. You'd know this, though. How light are they?
I don't know much about the WS engines, although aren't they pretty similar to Camaro engines?
Why don't you have '02 Cobra, an M3, or a WRX on your list? That year Cobra is obviously very fast. The WRX, speaking from experience, is fairly inexpensive to get into the 12's and it can be made to handle very well cheaply. I haven't really shopped for a used M3, but I'd be surprised if a '99 or '00 was too much more than any other car on your list.
