Carbs: press the pedal=shot of fuel from the accelerator pump. press too many times=flooding.
FI: doesn't really hurt anything, just not neccesary. The computer takes care of richening up the mixture. If you press the pedal, it makes it harder to start because the MAF sensor/ MAP sensor are only seeing slight airflow. Bottom line is that there is no need.
Turbo: see FI above.
There could be many reasons that the car won't start. Why was it parked in the first place? Something wrong? Check to see if it getting fuel first. Just give it a shot of starting fluid, if it starts then you need to track down why it won't start without the shot IE: check out the fuel system. Remember that FI cars need to bring up fuel pressure, so make sure the battery is charged, listen for the fuel pump. Turn the key to the ON position, wait about 3 seconds, turn to START. If it has been sitting a while, it might just need a sec to bring up fuel pressure. If it doesn't start with a shot of starting fluid, then you need to check for spark. Pull one of the spark plug wire ends off the distributer cap or spark plug, not both. Use a pair of rubber-handled pliers to hold the wire. Hold it just a little off the cap/plug, no more than 1/4inch. Have a friend try to start the car. You: under hood, listening for the spark. It will sound like a POP, POP, POP. The wire has to be close enough for the spark to jump to the cap/plug. That should tell you if you have spark. If you have fuel and spark and it still doesn't start, get a book on it, tow it home, figure it out.
