A non turbo 7 will not rev to 15k! I have a 13b pp (n/a) with lightened rotors, balanced, carbon seals, lightweight bllet flywheel- full race non turbo engine and it "might" rev to 15 and then blow apart if it hadn't already. The most I've seen is around 12k and that was on a missed gearchange on the strip. Standard mazda flywheels are known for exploding at anything over 9k too (well the early ones)
Who knows what the guy was doing. Maybe he had another engine to put in and enough money to not care about it. Its not something I would do but if he can afford it then good luck to him. It was interesting to see what happened anyway!
