because GM made a deal with the canadian government that camaros would only be built at a plant in canada, which GM closed earlier than stated in the contract. so if GM made another camaro it would have to (under the contract) be built at a plant in canada(which there currently isn't) so general motors would have to be forced to pay the canadian government lots of money.

or something like that.
